Responsible Finance Officer / Parish Clerk


Based in North East Derbyshire – Killamarsh Parish Council

Permanent position offering a competitive base salary depending on experience between £36,922 to £44,863 per annum Pro-rata.

Full time permanent position – 35 hours per week

ORB Recruitment are working in partnership with Killamarsh Parish Council. We are delighted to offer this new and exclusive position to the market. Due to their continued growth and development, we are now looking to hire a (RFO) Responsible Financial Officer / Parish Clerk to join the Councilors and support Killamarsh Parish Council.

This is a permanent post for 35 hours per week. The village of Killamarsh is situated in North East Derbyshire and adjoins the local council areas of Bolsover, Rotherham and Sheffield. The Parish is home to circa 10,000 residents and consists of 15 councillors and 5 members of staff, all of whom work hard to make the village a welcoming place to live and visit.

Reporting to the Council, you will work 35 hours per week, split over 5 days and includes some regular evening meetings and occasional weekend work. The job is office based, as the successful candidate will play a central role in linking the Parish Council to the community. The role will also provide access to the Local Government Pension Scheme.

Main purpose of the Job:

The Clerk / RFO is the Proper and most senior Officer to the Parish Council. The post holder will direct and deliver and have overall responsibility for all administrational requirements in relation to the Council finances, services and activities and execute all aspects of Council business.

This will include (but is not limited to) attending meetings, minute taking, events management support, controlling statutory and financial records, and ensuring that all legal requirements are met within prescribed time limits.

The successful applicant will be a highly motivated and forward-thinking individual who can skilfully lead a collaborative team and promote the interests of the community by forging strong local partnerships. They will deliver the statutory obligations of the council, including its financial responsibilities. They must be an excellent communicator with a positive 'can-do' attitude, combined with strong commercial and financial management.

Ideally, we are looking for candidate that have good standard of education to GCSE level grades A – C or equivalent, a high level of literacy and numeracy, and will hold, or is studying towards the CiLCA qualification. The candidate will have had experience leading a strong administrative team and a good working legal knowledge of the statutory framework concerning the management and running of a Parish Council.

Experience and skills required:

CILCA qualified, or willingness to undertake and complete the CILCA qualification within 6 months of the first available training start date and will be subject to regular review

• Good knowledge of the statutory and legal framework concerning the management and running of a Council

• Ability to communicate professionally and effectively with Councillors, other staff, and the general public in order to maintain a constructive working relationship

• Good general standard of education and numeracy

• A good standard of IT literacy (knowledge of Microsoft Word, Excel) and other software packages used by the Council

• Ability to be self-motivated and work with minimum supervision

• To be a positive role model for employees, to inspire them, to promote the Council and to uphold and maintain a good reputation of the Council within the wider community
